Wafer - easier drivers for all your chippies (make writing drivers for i2c and SPI connected peripherals and interacting with GPIO pins easier)

Hey team. I’ve just pushed the first version of wafer to hex for your testing and feedback. I’ve written a bunch of drivers for peripherals for my robotics project and noticed that I was doing the same thing over and over again, so I wrote something to help. If you’d like to see an example of how it can be used take a look at pca9641.
