Store picture from sql server to my lical storage and the link to acces it in database in postgres

Hello everyone, it’s me again, sorry for the inconvenience,I want to do this :

I want to store picture from sql server to my local storage and the link or path to access it in postgresql, can someone please help me or provide the way to do this because I never did this with the elixir language and that’s my problem.
